According to this article, although cans have several advantages over bottles, it is difficult to create an optimum environment in which to fill the can and the diameter of its head means that the quality and control of the filler is exceptionally important. Unlike bottles, the lack of structural rigidity of an open can means that oxygen cannot be removed by vacuum prior to filling and the use of over-foam to void the headspace can create an inconsistent fill and a challenge when it comes to cleaning.
