The World Wildlife Fund wants an EC clampdown on what it calls "weak" emissions allocation plans put forward by EU member states. It says initial findings from commissioned research shows that weak limits on carbon dioxide emissions & "generous" rules for using imported emissions credits, threaten to undermine the scheme. "Data released earlier this year shows that EU governments handed out far too many allowances in the first phase of the scheme, 2005-2007," WWF said. The EC is considering member states' proposals for Phase Two of the emissions trading scheme, 2008-2012, & should rule on the first group of allocations plans shortly. The consultancy Ecofys, commissioned by WWF, carried out independent analysis of all the allocation plans already available & its preliminary findings suggest EU member countries are setting generous caps on their industries.
