Uk Government Position On Circular Economy Package

Defra will challenge “full cost” EPR requirement for packaging on grounds of subsidiarity. Defra has confirmed that the European Commission believes the UK PRN system is an Extended Producer Responsibility, EPR, scheme. The UK government’s position is explained in the statement about subsidiarity in the UK Government Explanatory Memorandum to the UK Parliament. The government has therefore written to the Commission asking for the EPR statement in the Waste Framework Directive to be modified into a set of guidance or principles to allow Member States more flexibility.
