Government Enacts Elv Laws

The government has completed the transposition of the European End-of-Life-Vehicles (ELV) Directive into UK law. The End of Life Vehicles (Producer Responsibility) Regulations 2005 were laid before Parliament in February, and make vehicle producers responsible for the cost of take-back, recycling and disposal of used vehicles from 2007. Manufacturers will be required to fund the creation of a network of authorised treatment facilities (ATFs) to collect vehicles from their last user at no cost. Manufactures and ATFs will also be responsible for achieving recycling and recovery targets, starting at 85% recovery and 80% recycling from 2006, and increasing to 95% recovery and 85% recycling by 2015.
