The Commission has announced that in 2012 it will examine the Packaging and Packaging Waste Directive and the other product directives to see if they are still "fit for purpose." If the Commission decides the Packaging Directive is "fit" it will publish a proposal to revise it in 2014 and invite the Council and European Parliament to adopt a revision in 2015 or 2016. By end 2014 at the latest the Commission will report on implementation of the Waste Framework Directive (WFD), including a review of its municipal waste recovery and recycling targets. It might recommend bringing updated packaging recovery and recycling targets into the WFD or it might repeal the packaging and other product directive targets and opt instead for material-based targets.
