DG Environment has launched a consultation: (ec.europa.eu/environment/eussd/food.htm) as part of its review of the targets in the Waste Framework Directive (WFD), the Landfill Directive (LD) and the Packaging and Packaging Waste Directive (PPWD). It covers a number of issues including: The WFD allows its 50% waste diversion target to be defined in four different ways. It can be interpreted as recycling 50% of: Paper, metal, plastic and glass household waste; Paper, metal, plastic and glass household waste and other single types of household waste or of similar waste from other origins; All household waste; All municipal waste The first option requires a big increase in the recycling rate for packaging; the other three rquire a substantial proportion of the target to be met by composting garden waste. The weight-based targets in the PPWD have no environmental basis, and "There is no level playing field across all materials (eg the recycling target for glass is much higher than that for plastics)."
