The EU should set two product benchmarks for bottles and jars for allocating free carbon allowances to EU glass manufacturers from 2013, trade association CPIV said. The EC is consulting on benchmarks for certain sectors. CPIV proposes a benchmark of 310kg of CO2/tonne glass produced for coloured bottles and a 380kg of CO2/tonne benchmark for colourless bottles. These are based on the average performance of the most efficient installations. In a report for the Commission in 2009, consultancy Ecofys did not recommend a subdivision of the bottles and jars category because significant differences in emission intensity could not be proven. However, FEVE, the EU glass container association, found differences of more than 20%. CPIV said there should also be a benchmark for float glass, but no specific figure is proposed.
