Chinese refractory exporters have said they would appeal to the EU to reconsider its preliminary rulings in an anti-dumping case. These enterprises will be lumbered with provisional duties ranging from 11.2% to 66.1% for their refractory exports to the EU with immediate effect. "The investigation of the EU has approved that the dumping was originated by the Austria-based RHI AG which initiated the anti-dumping case in the EU," said F Donghui, a veteran lawyer at Allbright Law Offices in Beijing. A subsidiary of RIG in China was charged with the highest duties in the preliminary rulings. These results show that the damages claimed by RIG were self-inflicted, Fu said, and thus the EU should cancel its rulings. He also stressed that he EU should treat Chinese enterprises as market economy firms, adding that some of the EU's evidence was absurd.
