The environmental policy and regulation team at BIS, the Department for Business, Innovation and Skills has been transferred to Defra, the Department for Environment, Food and Rural Affairs. The BIS team has had policy responsibility for a range of waste and product-related EU-derived regulations that have either Single Market or producer responsibility objectives, including the Packaging (Essential Requirements) Regulations and the Waste Electrical and Electronic Equipment Regulations, and has also overseen the enforcement of these regulations. But while BIS has been responsible at EU level for the producer responsibility aspects of the Packaging and Packaging Waste Directive, Defra has been responsible for UK implementation. The Government press release says that transferring the BIS team and resources to Defra will enable and ensure greater coordination of government policy and the combined regulatory responsibilities.
